Nearly 7,800 EdTech companies, around 400,000 employees, and a market valued at approximately €54 billion – this is how the European educational technology ecosystem is described in the report “European EdTech Startup Innovation Ecosystem”, published by the European EdTech Alliance in April 2025.
The report outlines the scale and impact of the EdTech sector in Europe, noting that technology solutions for education and training now reach more than 93.3 million learners and over 5.2 million teachers. This positions EdTech not only as a fast-growing market, but also as a key driver of the digital transformation of education at all levels – from early childhood and school education to higher education and corporate learning.
A Diverse and Dynamic Ecosystem
According to the analysis, the European EdTech ecosystem is characterized by a wide diversity of solutions and business models. Nearly half of the companies develop products and services in the field of corporate learning and reskilling, reflecting the growing demand for lifelong learning. At the same time, a significant share of companies continue to work with schools, universities, and public education institutions.
The report also highlights the social impact of the sector, noting that EdTech solutions play an increasingly important role in improving access to quality education, enabling personalized learning, and supporting innovation in teaching practices.
Challenges to Growth
Alongside the positive trends, the European EdTech Alliance identifies several structural challenges facing the sector. Key challenges include:
- Fragmentation of European markets, which makes it difficult for startups to scale their solutions beyond national borders;
- The short “lifespan” of many EdTech startups, limiting the sector’s long-term sustainability;
- A lack of unified policies, standards, and evaluation mechanisms to assess the effectiveness of EdTech solutions within education systems.
According to the report, these factors often prevent innovations from evolving into long-term, scalable solutions with real impact.
Recommendations and Strategic Directions
The European EdTech Alliance calls for stronger coordination at the European level, including:
- Aligned policies among EU Member States;
- Sustainable funding models tailored to the specific nature of the EdTech sector;
- Investments in infrastructure, pilot projects, and test environments;
- Building trust through transparency, data, and quality standards.
The goal, according to the authors of the report, is for Europe to establish itself as a global leader in educational innovation, without compromising quality or access.
Relevance for Bulgaria
For Bulgaria, the report serves as an important reference point for the development of the local EdTech ecosystem and for opportunities to integrate into the broader European context. As the national contact point of the European EdTech Alliance, EdTech Bulgaria closely follows key research, policies, and trends shaping the future of education and educational technologies in Europe.
The findings of the report are valuable for education entrepreneurs and startups, as well as for institutions, policymakers, and investors seeking sustainable solutions for education modernization and skills development in the digital era. The report is available here.
